NOTICE IS HEREBY GIVEN that the City of Weed has prepared an Addendum to a previously adopted Mitigated Negative Declaration (MND), pursuant to the California Environmental Quality Act (CEQA), for the project described herein. Based on a preliminary analysis, the City Council, as lead agency, intends to adopt the Addendum at their regularly scheduled meeting of Thursday, September 14, 2017, with a finding that the revised project will not result in a significant adverse effect on the environment. The session will commence at 5:30 PM, or as soon thereafter as possible, at the City of Weed Council Chambers, 550 Main Street, Weed, California.

Project Title: Sewer Replacement Project

Project Description: The City of Weed (City) adopted a MND for the Sewer Replacement Project (Project) on October 13, 2016. The MND addressed replacement of old vitrified clay sewer main piping, as well as installation of new manholes and cleanouts in North Weed and Central Weed. Following adoption of the MND, the City determined that revisions to the Project were required.

The Addendum addresses a revised alignment for the North Weed site that was determined to be required to avoid the potential for encountering contaminated groundwater and/or soils resulting from past activities associated with the former Morgan Products Company, previously located on the Roseburg property. The Addendum also addresses the addition of collection system improvements in the downtown area that are required to eliminate sanitary sewer overflows (SSOs). The subject properties are not included on any list of hazardous waste facilities/sites pursuant to Section 65962.5 of the California Government Code.

Project Location: The proposed Project is located within the City of Weed, Siskiyou County. In the North Weed site, the revised pipeline segment would be placed in the public right-of-way (ROW) of N. Davis Avenue instead of on Roseburg property. The revised alignment would route the pipe down Main Street, then through a parking area north of the Weed Police Department, then south along Tebbe Street, ultimately connecting to an existing sewer line in Alamo Avenue (see Figure 3 of the Addendum). In the Downtown Weed site, the pipeline would extend from approximately 300 feet southeast of Boles Street, along the public ROW of N Weed/S Weed Boulevard, then across private property and Boles Creek, then terminating approximately 100 feet west of the railroad tracks (see Figure 6 of the Addendum).
