One of the best parts of Halloween is figuring out which costume to wear. That can be harder to do, however, for someone shopping on a tight budget. Luckily, an endless amount of costumes can be found at your nearest Goodwill or Salvation Army store, if you’re willing to use your imagination.“Adults are known to spend hundreds of dollars on costumes each year, only to wear them once,” said Shannon Halverson, Rockford Goodwill Industries public relations manager.
