The effort to recall Mount Shasta city councilors Tim Stearns and Sandra Spelliscy has been dropped, and proponents say timing issues are the main reason.
One of those proponents, Kim Latos, said on Monday that the recall was halted after a discussion with county clerk Colleen Stetzer on Friday, March 5.
“Before we started the recall we researched all related California Elections Codes and spoke to city and county officials to determine the process,” Latos said.
One of the main guidelines was that a recall election is not allowed if the councilor’s term ends within six months, Latos said. Both Stearns’ and Spelliscy’s terms end in November.
“Having started this process in January, we felt there was ample time. It was an estimate that the recall may coincide with the November election, however, we couldn’t determine that until the Intention papers had ben served and filed,” Latos said.
Setzer said last week that after reviewing protocols, a special election combined with the general election wouldn’t be possible based on the time frame.
Latos explained the recall  process was in effort “to bring public attention to some agenda items that may still have serious effects on our city.”
Latos said she still intends to speak with Council about some unresolved issues related to the grounds of the recall, and hopes that “all questions and answers will be publically discussed.”
When contacted on the morning of Tuesday, March 9, Stearns said he has repeatedly made the offer to talk with Latos and all of the other proponents who have concerns. He also pointed out that any member of the public is free to speak to the council during the public comment session at the beginning of every council meeting.
