NOTICE IS HEREBY GIVEN that the City of Weed has prepared an Addendum to a previously adopted Mitigated Negative Declaration (MND), pursuant to the California Environmental Quality Act (CEQA), for the project described herein. Based on a preliminary analysis, the City Council, as lead agency, intends to adopt the Addendum at their regulary scheduled meeting of Thursday, November 9, 2017, with a finding that the revised project will not result in a significant adverse effect on the environment. The session will commence at 5:30 PM, or as soon thereafter as possible, at the City of Weed Council Chambers, 550 Main Street, Weed, California.

Project Title: Bypass Water Supply Pipeline Project

Project Description: The City of Weed (City) adopted a MND for the Bypass Water Supply Pipeline Project (Project) on December 8, 2016. The MND addressed installation of approximately 3,500 feet of bypass pipeline along a portion of South Weed Boulevard, Boles Street, and up School Hill to the existing Hillside Tank to convey water from South Weed to North Weed. Following adoption of the MND, the City determined that revisions to the Project were required. The Addendum addresses upsizing the approved bypass pipeline from 8 to 12 inches to adequately convey water from South Weed to North Weed. The Addendum also addresses the addition of water system improvements in the downtown area, Bel Air area, and Roseburg Mill area that are required to eliminate water leaks, provide adequate fire flows and fire protection, and improve accessibility for ongoing maintenances to ensure a safe and reliable water supply for the City’s customers. The subject properties are not included on any list of hazardous waste facilities/sites pursuant to Section 65962.5 of the California Government Code.

Project Location: The proposed Project is located within the City of Weed, Siskiyou County. Bypass pipeline would be placed in portions of the road right-of-way (ROW) of South Weed Boulevard, Boles Street, and up School Hill to the existing Hillside Tank. In the Downtown Area, improvements would be placed in the road ROW of portions of South Weed Boulevard, Main Street and E. Lake Street. Improvements in the Bel Air are would be placed in the road ROW of portions of College Avenue, Bel Air Avenue, Dollar Avenue, and Phelps Avenue; on City-owned property east of Bel Air Park, north of the Weed Community Pool; and in an alleyway east of Oregon Street and S. Weed Boulevard. Roseburg Transmission main improvements would be placed in the road ROW of portions of N. Davis Avenue and Broadway Avenue, and on Roseburg Parkway, which is located on property owned by Roseburg Forest Products.
