BLAGO-RECALL. CHICAGO – Amid a continuing budget showdown with most legislative leaders, Gov. Rod Blagojevich disagrees that Wednesday is a do-or-die deadline to pass a spending plan (as state comptroller Dan Hynes suggests). Meanwhile, the governor said Monday he would support a proposal to allow Illinois voters to recall elected officials or limit the terms of lawmakers; a critic has suggested a California-style recall measure. BARGE TOUR. (w/pic, w/video?) Farm organizations are planning a barge tour of the river tonight. Speakers on board will talk about the mechanics of river transportation, how local businesses utilize the river and environmental restoration. This is especially timely as the $21 billion WRDA (Water Resources Development Act), which authorizes the two new locks on the Illinois River, was not passed by the Senate before it adjourned.
