CARTHAGE -- A Hancock County Highway Department worker faces charges after a bypasser reportedly observed him snorting heroin in a county truck.The incident occurred Nov. 19, Hancock County Sheriff John Jefferson said Monday. The bypasser reported the truck's occupant was snorting powder up his nose while sitting outside a restaurant in Hamilton.With the help of County Highway Engineer Paul Sly, the sheriff's office investigated and found county worker Keith Rand, 58, of Carthage. Inside the truck, sheriff's deputies found a clear plastic bag containing white powder.The bag was taken into evidence and sent to the Morton Forensic Science Laboratory for analysis. On Dec. 4, the lab contacted the sheriff's office, informing them the powder was heroin.The sheriff's office obtained an arrest warrant for Rand, Jefferson said, and he turned himself in to authorities on Thursday.Rand was released from the Hancock County Jail after posting $500 cash bond.Contact Chuck Gysi at
