H1N1 VACCINE: Inconsistency in swine flu vaccine rules lead to confusion - Shipments of the swine flu vaccine have finally made it to public health departments. But who can get the shot varies from town to town, and people are getting confused. State health officials have asked that certain priority groups receive the vaccine first, based on federal guidelines that looked at how the H1N1 pandemic affected different populations in the spring.
