Morning Jolt: Isaac could become hurricane today

In the news: Tropical Storm Isaac is expected to become a hurricane today, according to forecasters. The strengthening of the storm will come not long before Isaac makes landfall in the Gulf - that is expected to happen either late Tuesday or early Wednesday. Parts of four states have been evacuated ahead of Isaac, which forecasters believe will dump about 20 inches of rain in the hardest-hit areas. 

Happening today: The Republican National Convention kicks off today after an abbreviated opening Monday because of Tropical Storm Isaac.

Opening bell: The Dow Jones opened at 13,124.67 after finishing down 33.30‎ points Monday.
