Notice of Availability and Intent to Adopt an Addendum (Addendum No. 2) to a Mitigated Negative Declaration by the City of Weed City Council

NOTICE IS HEREBY GIVEN that the City of Weed has prepared an Addendum (Addendum No. 2) to a previously adopted Mitigated Negative Declaration (MND), pursuant to the California Environmental Quality Act (CEQA), for the project described herein. Based on a preliminary analysis, the City Council, as lead agency, intends to adopt Addendum No. 2 at its regularly scheduled meeting of Thursday, April 12, 2018, with a finding that the revised project will not result in a significant adverse effect on the environment. The session will commence at 5:30 PM, or as soon thereafter as possible, at the City of Weed Council Chambers, 550 Main Street, Weed, California.

Project Applicant: City of Weed

Project Title: Bypass Water Supply Pipeline Project

Project Description: The City of Weed (City) adopted a MND for the Bypass Water Supply Pipeline Project (Project) on December 8, 2016. Following adoption of the MND, the City re-evaluated the Project and determined that additional improvements were needed to ensure reliable water service to the City’s customers. The amendments included a larger pipe for the School Hill Transmission Main (original project), improvements to the Downtown Weed and Bel Air Area water systems, and improvements to the Roseburg transmission main. An Addendum to the MND (Addendum No. 1) was prepared and adopted by the City Council on November 9, 2017.

Following adoption of Addendum No. 1, additional geotechnical studies were completed, and it was determined that the rock on School Hill is extensively fractured and does not allow for trenchless installation of the pipe as originally proposed. In addition, the original alignment up School Hill is too steep to allow safe installation using open-cut trenching due to the risk of dislodging boulders on the steep hillside. The City determined that the pipe could be constructed on the northerly end of School Hill, where slopes are sufficiently gentle to allow safe use of open-cut trenching. The amended alignment would include additional pipeline improvements in the road rights-of-way of Olive Street and/or E. Lake Street, Clay Street, E. Inez Street, and Butte Street. The subject properties are not included on any list of hazardous waste facilities/sites pursuant to Section 65962.5 of the California Government Code.

Project Location: The proposed Project is located within the City of Weed, Siskiyou County, generally east of South Weed Blvd., north of Boles St., south of Hillside Drive, and on School Hill.
