City of Dunsmuir Notice of Availability of Proposed Negative Declaration, Intent to Adopt, and Public Hearing

NOTICE IS HEREBY GIVEN that the City of Dunsmuir has prepared an Initial Study and proposed Mitigated Negative Declaration (IS/MND), pursuant to the California Environmental Quality Act (CEQA), for the project described herein.

Based on the preliminary analysis, the City Council, as lead agency, will consider adopting the MND at their regularly scheduled meeting of January 17, 2019, with a finding that the proposed project will not result in a significant adverse effect on the environment. The session will commence at 6:00 PM, or as soon thereafter as possible, in the Council Chambers, 5902 Dunsmuir Avenue, Dunsmuir, California.

Project Applicant: City of Dunsmuir

Project Title: Wastewater Treatment Plant (WWTP) Improvement Project

Project Location: Improvements will be completed at the WWTP and I-5 Lift Station. The WWTP site is located on the east side of I-5, generally east of Jesse James Road and south of S. 1st Street. The I-5 Lift Station is located immediately east of I-5, generally south of River Avenue and north of the Sacramento River (refer to Figure 1 in the IS/MND).

Project Description: Proposed improvements at the WWTP include constructing a new selector and screen; completing improvements to the oxidation ditch, sludge lagoon, influent line, effluent wet well, and control building; installing four groundwater monitoring wells; constructing a new outfall south of the existing outfall; and constructing a 1,000 square-foot building for ultraviolet disinfection equipment. The dimminutor at the WWTP would be relocated to the I-5 Lift Station. The improvements are needed in order to replace aging and inefficient equipment, improve the treatment process, and comply with Central Valley Regional Water Quality Control Board requirements. The subject properties are not included on any list of hazardous waste facilities/sites pursuant to Section 65962.5 of the California Government Code.

Tuesday and Thursday, 1:00 – 6:00 PM; Wednesday, 1:00 – 8:00 PM; Friday, 1:00 – 5:00 PM; and Saturday 10:00 – 2:00 PM.

Public Review Period: The public review period starts on December 12, 2018, and ends on January 11, 2019. All interested persons are invited to submit written comments regarding the IS/MND to the address listed below and/or attend the meeting and participate in the public hearing. If you challenge any action taken by the City Council regarding the MND for the project described above, you may be limited to raising only those issues you or someone else raised at the public hearing, or in written correspondence delivered to the City at, or prior to, the public hearing (Public Resources Code Section 21177).

The City Council will discuss the IS/MND, listen to questions and comments from members of the public, and will consider whether to take action on the project. All comments will be included as part of the public record for this project.
