The new Costco Wholesale off Kuebler Boulevard in South Salem is now open. It replaces the prior location on Mission Street.

In 2020, the Salem City Council approved a site plan review of the proposed Kuebler Gateway Shopping Center development at 4885 27th Ave. SE after years of back-and-forth and opposition from neighbors.

Neighbors voiced concerns that traffic from the shopping center would overwhelm the area and construction would destroy a grove of Oregon white oaks on the land.

Customers line up awaiting the opening of the new location of Costco at 4885 27th Avenue SE off Kuebler Boulevard in Salem, Ore. on Thursday, March 10, 2022.

Developers said they could relocate the trees, but many residents said such a move would kill the 200- to 300-year-old trees.

The trees were relocated but appeared to be in poor health following the summer heat wave.

Are the white oaks near the new Costco dying?:Advocates fear predictions are coming true

The Kuebler Gateway Shopping Center is set to include four retail buildings, a gas station with up to 30 pumps and the 168,550-square-foot Costco Wholesale.

Additional land near the new site is expected to attract more retail, restaurant and commercial development to the area.
