What's that being built at Park Avenue and D Street in Salem?
Project: Multi-family residential complex, known as the North Campus apartments or The Jory Apartments
Location: 909 Park Ave NE in Salem. Located at the southwest corner of Park Avenue and D Street NE. City permits list addresses in the 900 block of Park Avenue NE. The property is bordered by 25th Street NE on its west boundary.
Description: Construction is underway on a 248-unit multiple-family residential apartment complex, located just north of the Oregon State Hospital.
Plans call for 25 apartment buildings — ranging from six to 12 units each — as well as a community building and maintenance building.
Developers describe the apartments on their website as pet-friendly, one-, two-, and three-bedroom apartments that feature "sophisticated, open-concept designs that blend classic beauty with high-end comfort."
Units will have washers and dryers and range from about 700-1,180 square feet. There will also be community amenities, including an oversized swimming pool.
Rents haven't been set yet, but developers said they expect them to be about $1,200 for 1 bedroom, $1,300 to $1,400 for two bedrooms, and $1,600 for three bedrooms,
City officials said there will be 36 affordable units in the development.
These units are designated for individuals from low-income households that make between 30% to 80% of the area median income, also known as AMI. AMI sets the rent of a subsidized unit and what households can qualify for that rent level based on household size and income.
Back in May of last year, the Salem City Council created the Jory Apartments Tax Increment Financing District, also known as TIF, and the boundary for this district encompasses the approximately 11-acre area where the apartments are being developed, said Annie Gorski, Salem's economic development manager.
The expected completion date for the apartments is late summer or early fall of 2022, she said. According to the Jory Apartments website, some may be complete as early as this fall.
Gorski said the city is also planning to develop a portion of the former Oregon State Hospital North Campus property — on the D Street side — for a neighborhood park with playfields and green space. The city is adding sidewalks and other street frontage improvements on the edges of the park. A master plan will be created, with community input in 2025 and 2026, to decide future uses.
The Salem Housing Authority has plans to redevelop the Yaquina Hall building for housing, Gorski said, adding that they anticipate closing on this project before the end of the year, with construction starting next year.
